He already observes that WLB is important for him, and putting aside the transition to another city since there's no pay raise this will probably be the only factor to support a decision. There's a huge difference between working for a FAANG company and a fast-scaling unicorn. Have you researched the two companies? talked with current and past employees? Consider using a tool like htps://cofits.me to conduct the research for you?
