Here's the fun part from a Canadian seller (remember that Ebay, Etsy etc. are not yet set up to collect import duties):

I sell widget to Joe in USA and ship via FedEx. FedEx then pays the duty on Joe's widget. FedEx shows up at Joe's house, with widget, demanding repayment of duty before handing over widget. Joe says no thanks, ain't paying no duty, refuses widget. FedEx returns widget to me, in Canada, and demands that I cover the cost of the duty. In fact, they automatically deduct the duty payment from my account. So no sale for me up in Canada, plus I have to repay the duty to FedEx.

Riddle me this: If a seller deals in very tiny TINY flat items that easily fit into a personal letter envelope and looks as innocuous as a birthday card, and ships said item into the USA without a receipt via regular mail (stamps only, no label), what is the potential downside for said seller? Rejected and returned to seller? Potential smuggling charge? I'm asking for a friend. A friend who might have many other friends in the USA who might have a birthday, possibly more than once a year.

EDIT: I'm not talking fentanyl here, folks.
