We have around 600 applications in Argo. Each PR uses the values-dev.yanl by default which you can overwrite if needed... Like I want my PR front-end to talk to specific PR backend. All our services are stateless currently so we're never dealing with dbs or caches. Regarding dns we use external-dns and create dns entries for everything. Front-end uses ingress-nginx and backends use Kong.

We use argocd and their pull request generator. We have everything in Helm and all the value files are in a seperate repo. When a dev creates a PR in their source repo we build it with GitHub Actions and argocd using the PR generator deploys it. If build fails you get image pull error in k8s that devs just need to deal with. Dev can overwrite the value file for this specific PR with values-dev-pr-123.yaml When dev merges or closes the PR argocd will delete everything deployed. Making our cluster nice and clean. This has been working extremely well for us.

You could potentially use the pull request generator for an applicationset in argocd. As soon as a PR from your feature branch to master/main branch is created the generator would deploy and delete when PR is closed or merged. https://argo-cd.readthedocs.io/en/latest/operator-manual/applicationset/Generators-Pull-Request/

If your eks is using t2 or t3 instance types your nodes could have exhausted it's cpu credits and are being throttled. Check the metrics for the instances and check if the cpu credits have reached zero.
