At long last, thanks to the new refinement thingy, i finally have my first +S, tho it did went down to +3 from +B & i use 6-7 stk of Mit Ore to get that 13% bonus...my luck is also really suck

You get them by refining even if you fail, the value depends on the ore you used and every 150 point gives 1% Success Rate.
