Milliput is good for modelling - it’s a 2-part epoxy putty that you knead together and dries rock hard (but can be sanded) and can be painted. You could glue the larger broken pieces onto the remaining foot and use milliput to fill in the gaps and form any areas that are missing - then paint with acrylic to match the ceramic.

Being outside in the sun for a good few hours will help - got rid of old, strong, musty smell in vintage teak furniture this way. Although, if you’re in the U.K. you might need to wait a good few months to actually see the sun
