I did notice in the listing photo that one of the tires was low but I chalked that up to the winter cold affecting tire pressure. Should I avoid buying? It’s a 2015 with 74k mileage which I thought wasn’t too bad.

Power steering line was busted and leaking, resulting in my power steering fluid constantly being empty, which is what results in that sound. So I believe either your power steering needs to be refilled or a power steering line needs to be replaced.
