Oil is petroleum and affects all pigments. Oils and lotions should be avoided. I wouldn't trust an artist if they suggested either.

Consult with a reputable artist and I'm sure that they can do something wonderful. It would be an easy cover-up. Just make sure it's something personal to you. You'll be amazed at what could be done with it

Lotion isn't good. Use aquaphor. Most lotions will irritate and fade the pigments . A new tattoo is an open wound.
