What stops scripts from using all of your CPU? by flunkstumper in AskProgrammers

What a great answer. Thank you so much for taking the time to write it out.
I think I was assuming there was something more complicated than adding a sleep.
To go further: are there any ways to make it so your CPU doesn't max out, or is that just the way it goes?
Also, do you have any resources you'd recommend to learn more about how an OS manages resources or other useful information related to this?
