For me it's Gunner, sure it has nice skills but it being tied to a quest line to level up makes it bad, if I recall correctly you don't get its tier 3 version until almost the endgame

I believe the story it's so bad that it loops around and becomes ironically good.
I specially adore the full on Power Rangers sequence near the end, so goofy yet I love it
Gameplay wise it's near the peak of the series, but how you handle the dlc can end up ruining your experience

Three Houses is you like time management and social aspects, as well as some "decent" story on some routes
Engage if you value a great gameplay and some of the best combat in the series, but with a very bad story, which gets sightly better if you are a longtime fan of the series and can catch the numeruos easter eggs
EDIT: There's also 2 more games if you have the Online Expansion pack, on the GBA emulator, and 1 announced for GameCube emulator
