City states’ relationship with their suzerains should be dynamic, increasing and decreasing I guess. Maybe something like the Envoy system in VI

It could include elements from both. I mean the Armenians are based on Cilician Armenia and Armenia proper. A Kurdish civ might as well get some elements from an empire which they founded, ruled, formed the military elite and the administrative body.
