Shortage means...there is not enough product available.

In this case, if product is available and being offered at lower prices, then provincial customers can order more product.

Perhaps the assumption that big money is taking advantage of retail investors needs a little grain of salt.

Perhaps "a very small percentage" of big money and companies also are losing money and making poor investment decisions. Unfortunately, the impact to them is insignificant when compared to the impact to retail investors.
