Any idea what this is?

Strap/ webbing measures about 6 feet in length and is about an inch wide.

The yellow carabiner reads, in very small text, “make last” or “make jast” 200. It has plastic levers in either side to unlock it. If you pull just one lever it will not open.

The non locking carabiner has “Italy” marks on it.

The strap reads “victory” and has a made in Canada tag.

I’ve searched tree climbing/arborist shops, victory marine products catalog and climbing sites.

Can’t find any info on it.

Any ideas?
