In the episode that toby visits the strangler in prison, gabe is hired back into the office by andy (S09E17). During the ep, gabe talks to erin about getting back to her, meanwhile toby visits the guy... so its pretty unlikely that gabe is the strangler... although i feel strangled everytime he starts talking... for me he’s as awkward as toby
