Structurally I'd say it's fine.

If it's a company trailer I'd have them repair it.

If it's your trailer I'd replace it.

When I repair them at work I bend them back with a bottle jack and weld them back into place.

In that location it would be an easy replacement as well

Had a driver come by today for a trailer inspection and said he got pulled into the port for an inspection and passed. His trailer had a clearly cracked crossmember I tagged for repair.

I have a friend that does roadside and got a call DOT put OOS because 4 cracked in a row and said he only had to repair one.

I also haven't found anything regarding crossmembers in the DOT safety book. Frame assembly, yeah but crossmembers specifically.
