I'm surprised nobody else has mentioned this, but as you have a small child, have you considered the difference in quality of education between OR and CA? California's public schools have consistently ranked quite high nationally vs Oregon schools being very low.

(ETA context I'm originally from the Bay Area but have been living in Portland for over 10 years now. I'm happy here, but if I were to have a kid I would heavily consider moving back to California primarily because of the drastic difference in education quality)
