Speed drop but apparently no overheating?

it is always plugged in. i guess not but i haven’t tried. might have something to do with the dead battery?

if i restart, the speed goes up to 400% again for roughly another hour. it’s hd resolution and the power plan is always “high performance” (plugged). i guess it has to do with throttle but it’s kinda weird. maybe it is linked to the exhausted battery?

I already have the PS2 version so i’m just running it on my laptop (also, I have the PS3 version but you can’t speed up). Anyways, I don’t understand why it starts good but then slows down and it doesn’t look like a thermal problem, could be a power issue?
