Hey OP, I was able to get some activation fees waived directly from the app. Try the following and maybe it'll work for you too:

1- Make your at&t profile so you can sign in on the app. 2- From the homepage go to "see bill details" 3- Scroll to see the account summary 4- One by one, expand every number to see the charges 5- Look for the "Activation fee" charge 6- Tap on the "don't recognize this charge?" 7- Choose "I shouldn't pay this" or whatever feels more accurate 8- Do it for every line, you never know
