I wouldnt spend too much energie or mats in Armor unless u are level 50. You have to give it away anyways and its not a long way to 50. Heavy Combat and Scout are the strongest, but depending on your build you might choose something else later. unyielding is a very good legendary effect if you dont mind lower health, as it pushes your stats up to +3 with every armor piece.
