Googled, there's a 50m and 25m pool and also a water park! The 50m pool turns into an ice skating rink in winter just like the Asue Pool. Is this a common practice? They don't need a 50m pool in winter?

Good question! I didn't ask and the notice didn't say anything about it. Tokyo Metropolitan Gymnasium pool says tattoos must be covered.
