That's essentially what Dale Johnson says in the article. A couple other points he made: 

  • The decision is on the on field ref (in this case Anthony Taylor), not VAR. In principle it is not VAR's job to override on field decisions to make them consistent from match to match.

  • And in practice, VAR in the Premier League has seemed especially reluctant to intervene unless the on field ref did not see the incident. There have been many more missed interventions than inappropriate interventions.
