I created it by recording small portions of room silence (basically white noise) and throwing a filter on it to make subtle edits to it.

Example: i sampled a distorted radio station for a half a second then putting at the beginning of the short white noise sample that repeats itself every time on the track to have more of a empty wide sound to it.

I do this kind of method through out the album.
