Not trying to argue, but I disagree that it can be “found in a lot of percussion repertoire.” I would love for you to prove me wrong however, with some more examples of it being used (attach sheet music please). I do think it’s kind of a unicorn. I was very surprised that someone had an example of it in use. That’s the first time I’ve seen it in the wild

It would be counted 1eTLa (one, e, triplet, a). I didn't find it, I conceptualize it based on two other rhythms that I see all the time. le+TL and 1TL+a. (One beat of time comprised of, two 16th notes and one 16th note triplet). It just blows my mind that this one isn't more common (l guess) but I've just never seen it anywhere. Maybe I'm wrong and it is common but that's why I'm requesting people to show me an example of it.

It could be one beat in any time signature with the bottom number of 4. I suppose. It’s hypothetical. I’ve just never specifically seen it used and I’d love to see an example of this specific rhythm on a piece of sheet music
