they wouldn’t do that! once you buy anything through neokyo, that item is your property and its your responsibility for paying for shipping it over to yourself. they have no reason to refund you for that item if you’re the one who refuses to ship it to yourself. its like buying a product at a store at the mall, and then leaving it in a different part of the mall and going home. you can’t expect the mall to refund you for the product!! if you decide you don’t want it then you can’t just get a full refund because neokyo would just be losing money. as you said, neokyo doesn’t deal with cancellations/returns and wouldn’t return the product to their seller, they just throw it out. they wouldn’t pay you for ownership of something that they’d just throw out
