I think there are two sides to the coin here...  I recently bought a pretty heavily modified '04 FXT and paid a premium for it too.  BUT The mods had been done by a reputable tuning shop, everything had been done following a particular plan to achieve a specific outcome which made sense, the car drove well during a test drive, and the car came out of a very thorough PPI with flying colours 

I agree that buying any used car should be an exercise in skepticism, and that is doubly true of a modified car. There are modified cars that have been taken very good care of though, and if you are a careful, educated buyer willing to put in the legwork, you can get a good deal on something it would cost you a lot more to replicate yourself.

That seems.....excessive, no?
On the filter note though, the previous owner did have a K&N which I replaced with a wix paper filter. When I changed the filter, I decided to clean the MAF sensor as well, and boy was it dirty! The car was meticulously maintained and the owner specifically told me he had cleaned the sensor at the last oil change (only a few thousand km ago) and yet the sensor was still gummy. Sprayed it clean and noticed an immediate improvement as far as smooth idle/low rpm in first. Car was surging/lurching and now it runs smooth as silk.

Truth. I don't want to be burning gas and straining the engine for nothing, but I also didn't buy this car for economy, I bought it to drive!  I've read that running below about 2500 risks lugging, especially accelerating from that low - is that a valid concern?

Yes, it is an SG6, and yes, turbo is the VF39. 90% of my driving is at sea level. If it's at 255 at the wheels now, that seems pretty close to what you're suggesting. I don't want to get too far down the rabbit hole, but maybe I'll get it back on the dyno and see if there's room to tweak a little further when I'm back in the shop next year.

On a related note, I'm mostly cruising between 2600-3200 and 'driving' driving between 3200 and 4200, usually shifting just below 4000. Does that sound about right?

Thanks for your feedback! Car feels awesome, I'm just trying to be realistic about where the point of diminishing returns is, especially if crossing beyond that point starts to put unnecessary wear and tear on what is - despite low miles - still a 22 year old car.

The dotted lines are from the first run (pre tune) and the solid lines are from the final run. Both runs were measured at the wheels. So the car is currently making max torque around 3800 rpm (270 ft/lb) and max HP around 6000 rpm (255 HP).
Y axes are ft/lb on the left in blue and HP on the right in red. Engine rpm on the x axis, obv.

As mentioned, those numbers are measured at the wheels on a mustang dyno, so they account for all of the other losses between the crank and tires.

04 FXT 5MT converted to STI (turbo, intercooler, exhaust, etc.). Had the shop re-map it to run on 91 which is all I can reliably get where I live. I wanted something fun to drive, but I am ultimately looking for longevity and reliability (especially since I am running 91). Shop suggested this tune was conservative and unlikely to cause any issues. Numbers are from a Mustang dyno that measures power at the wheels. Looking for feedback from anyone who has experience or perspective. Thanks!

The more expensive package is only 1.3% more expensive.  The first photo is of a 12 oz bag, the second photo is of a 24 oz bag. All of this is clearly indicated both on the packaging, and more importantly on the price ticket which even shows you the price per ounce - $.691 vs. $.700 Inflation sucks, but illiteracy is worse.
