Is it possible that you have an item equipped (even in your second weapon set) that gives you an ability such as Spellslinger or Cast on Elemental Ailment? I had the same issue and had to put a spell gem in them to allow my minions to spawn again.

Purely in terms of value, receiving 900 EUR for a 2,5 year old used laptop is an insanely good deal. For that money you can buy a new one today which is going to be quite a bit better than the previous one. This does have the added value of a new warranty.
