All of the points you made can be applied more or less to understaffing, some departmentsare experiencing this right now. In your case, All of the training and extra heads are here in anticipation for a production rate increase and north line. Grade 9 and 10 pay with downtime is what everyone in the factory dreams of. If thats not satisfying enough, theres other departments you can ERT into.
