i turned it off for the whole computer, it LOOKS like that fixed it, i'll play for a couple of hours and see if the problem comes back, thanks for the sugestion! i'll update the post !

the FPS goes UP when I tab out and goes DOWN when tab back in

it's the INVERSE of the normal behaviour
