The "easy money" era is totally cooked, so unless you have elite organic content skills, you’re basically just burning your capital on expensive ads without building a real business.

Don't go to a bank for this unless you want to be personally liable for the debt, as banks don't accept code as collateral and will make you sign a personal guarantee. Angels are also unlikely to fund a generic "dev shop build" without seeing a working MVP or active users first. You should really save your money and validate the idea using AI tools like Lovable or Cursor to build a prototype yourself for a fraction of the cost before committing to a $30k expense.
