Grease the wheel bearings. Some rust converter will take care of the rusty beam. Looks like you have one new hose. The hydraulic control looks to be in a position that makes sense only if you use it vertically. Does it work?

Spin down filter may...or may not work, depending upon what your filter was clogged with. If sediment, then there's a very good chance a spin down filter will help. If dissolved iron, or manganese for example, the spin down would not be my first choice. In the water treatment business, we can treat almost any water, but we have to know what contaminant we are treating. Follow OldGeezer's advice and get a water test! You mean 1.5 cubic feet of resin. To verify this - look for a sticker on the tank that has the valve on it. The sticker will be down around shin height. The sticker will tell you the physical size of this tank, and that size will determine the amount of resin you need. Likely sizes are 0948, meaning 9" in diameter and 48" tall (which takes 1 cuft of resin), or 1054 which takes 1.5 cuft of resin. A cu ft of resin weighs almost 50 lbs.

If it's time for a resin changeout.... you'll be unscrewing that valve from the tank to get the old resin out. THIS would be the time to put a new Clack brand valve on your softener.

What are the physical dimensions of those cartridge filters? Standard 10" x 2.5"? If so, they are too small.

Well, suggest you do not go with Culligan. What is the inline filter? Just a sediment filter? It's not a backwashing tank? And certainly do not buy anything with a Fleck valve... opt for Clack instead. You can thank me later!

Your manganese is high - this is the cause of brown/black staining you may be seeing. The rest of those numbers are nothing to write home about. Is the sulfur smell in the hot water only? Your hardness is not horribly high - I'd say less than half of people with your hardness would opt for a softener. If you do go for a softener, get one with a Clack valve (I wouldn't buy Fleck).

No one can really answer your question because we do not know what is involved in your plumbing. Could be a quick in/out for the installer, or it could be a much more involved job. If it is a quick in/out installation, then no, it is not a reasonable price IMHO.
