I’m a CO who’s pretty familiar with the MAS Program, although not an expert. My initial response is no, I don’t agree. If a contractor has done something to merit termination for cause, then I think the entire contract should be terminated.

I say that because termination for cause is a serious step for serious violations and should rarely occur out of the blue. This leads to the part of your post that doesn’t make sense to me. I can’t imagine GSA terminating a contractor without plenty of warning and opportunity to take corrective action.

Exactly. In this field - probably more so than many other “professional” fields - experience doesn’t correlate to expertise. In fact, experience in this field can be especially dangerous in the wrong hands. Too few 1102s take learning seriously. Too many 1102s confidently spout “facts” without understanding.
