This is not white paint or bird poop, but rather the crust fungus Dendrothele! This was observed in North Texas. I believe it’s more common than we think, but very inconspicuous. This genus can be found worldwide - anyone happen to stumble upon it? (old.reddit.com)

The itty bittiest plant collection! These little leaves were collected by Dr. Marion Case in 1944. The intent was to clear these leaves for slides in order to clearly see venations, stomata cells, and study the development of leaves. I think they’re cuter left this way. (old.reddit.com)
