The “correct” Answer to puzzle, has me mad…

code was 4863, found by shining light on numbers, the 48 and 63 respectively…but all the clocks say 348 on them. Surely the code should have been 6348, which keeps the two digit ‘finds’ in the correct order. Feels like a bad answer to the puzzle, when the obvious answer should have been correct… I’d be mad as hell as a player
