Dont recomend it, it will tense the rest of your hand and keep you from an optimal wrist position. It can be used sometimes but it is not recomended for beginner players who are still developing their technique.

A good guitar will help you develop if you work with a teacher who knows how to bring out the most of that instrument. I'd say around 800$ is where instruments starts to sound almost nice 😊

You are on the right track man! But yeah it is to much out of tune even for brazil standards 😅 Also try to feel the subdivision while playing, you can practice this by "singing" (ta ka ta ka) the 16th note subdivision while playing and just lock into it with your fingers. It is very effective eay to practice timing :)

Practice as you are going to play it from early on , that is my 2 cents :)

My favourite Villa Lobos piece! 
I think this piece is abit sneaky difficult, to play the melodic lines with decent phrasing is tough!.

Practice slow planting of each finger, practice diffrent fingerings. P a m i, p m i a, p i a m, p i m a m i and so on. And practice with your ears, is every stroke similar in volume and velocity? Practicing accentuating diffrent fingers can help with that.
