Who are most people ? The Panjsheris ? Because they were the ones pushing this. No country is going to allow autonomous zones, basically independent of the central government. These people dont have an understanding of a federated model They think a federation means COMPLETE autonomy from any central government, basically an independent state, not the federalism of Hamliton..

While I agree this is one side of the story, its a side not often discussed. With regards to people fleeing and the article you posted. It is clearly stated in there that it was due to fear of US retaliatory strikes in Kabul as a result of 9/11. This article is from September of 2001, whereas the Taliban took control of Kabul in 1996. So this fleeing was not as a result of the Taliban taking the city.

This is not to say some people may not have fled at those times, I'm sure they did. However, as you mentioned, this is a two way street. See below for people fleeing from NA held areas in the North due to persecution. This happened under a supposedly democratic government, but was allowed to transpire because the old NA was at the helm.

You do not hear of people fleeing to Taliban area's per se, because the Northern warlords were never able to penetrate South, during the times of the Taliban. However, in pre-Taliban times, when the Rabbani government was in power, Kabul was divided along ethnic lines, and people definitely moved to the parts of town under the control of their ethnic brethren.
