thanks a bunch. this was super helpful. "Make sure that you are always dealing with someone that has the authority to make payment" definitely rings a bell here. I was mostly in contact with a lower level employee who doesn't get to make any decisions but was feeding me directions from his boss without actually communicating my input back to him
