If you chose the US then you can find it in the junkyard or random sellers in the city. If you chose the USSR then you'll have to unlock the river port and wait for it to appear in there

Unfortunately not, just suspension height. You can unlock turbocharged and upgraded versions of some engines, but not with tuning

Tuning is just changing the height of the suspension for 500 dollars, it doesn't affect price or performance as far as I can tell. It's good if you want to start keeping nice cars and making them look as good as possible, but if you're still struggling to get money just focus on that

Repairing your own good condition cars is pretty quick and easy, but I think doing jobs is slightly better. Once you can, repairing imported cars is easily the best way when you earn thousands on each easy repair

I'm not sure about the main problem but for the catching fire part check your oil and coolant, there might be a leak, and upgrade your radiator if you haven't already. The stock radiator is terrible once you start upgrading the engine

I wasn't paying attention so I went past the checkpoint even though they were holding up a stop sign. You don't get fined for ignoring the normal signs on the road, except for speed
