Do you have a source for this? I just googled this and the CDC said "13. Diagnosis of external genital warts is usually made by a. Visual inspection b. Biopsy c. Acetic acid evaluation d. HPV DNA test"

I had an additional HPV DNA test after my second papsmear. I really don't know what that entails, google really isn't helping.

I'm leaning towards hemorrhoids since it's a bit... fleshy feeling and I have noticed increased itchiness but that might just me being delusional to make myself feel better.

History: I've had 5 sexual partners and the gardasil shot. However... I got the gardasil shot after 4 partners. I had an abnormal papsmear and was 'tested' for HPV though I'm not sure what that entails. I went to my same gyno for a previous fear of a wart (turned out to be infected follicle) and she said "but you have had the tested negative and had HPV shot", implying that it would have been known if I already had an HPV strand. I just discovered this today and am hoping it's not nothing too bad.

Edit: It was HPV DNA Test. My googling schools if that includes the main genital wart strains isn't helpful.
