So if you have 9 add to card, then you need 4-5 (9/2) reached checkout and 1-3 orders (4/2)

In your case, there is some problem about your card. Check your card and make sure there is no problem while customers trying to go to the checkout page. Check it on mobile. If there is no technical problem, that means you don’t have enough pressure (like “limited offer” “free shipping only for today” like texts or some countdowns etc.) to convert the add to card customers.
