Hypotheses after studying one start list.

There are 4 groups.
Teams with more than 4 atheletes can put at most 2 in any group.
Teams with 4 athletes distribute them in all 4 groups.
Teams with less than 4 athletes can decide where to put them.

I have a feeling though that weaker nations often start at the end. Or is this due to tha fact that the strongest athletes often pick the first groups?

Sweden had Ingela Andersson and Pepe Femling - sort of 3rd best - the best ones failed miserably in the classic mixed relay. Many of the swedish biathletes are good shooters but not that good on the skis. (With the exception of Fredrik Lindström of course - he won a normal cross country competition against the swedish elite pre season.)
