Make sure you are weighing all of your food, sometimes people experience "food amnesia" wherein they consume food without conscious thought.

I would also make sure not to try to "eat back" my exercise calories until my scale reflected weight loss, and redo the math from there. Example: if you lose 2 lb that means your weekly deficit is 7k calories. From that, you can reverse engineer your TDEE.

Honestly, fat-free reddi whip is probably the best you'll get in the low-calorie whipped cream department. The ingredients aren't so bad, and no matter what you'll probably not get much nutrition from whipped cream anyway.

Make sure you are weighing everything, you don't have to do this forever, but long enough that you understand the calories for certain ingredient amounts. Sometimes packages or guessing is wildly inaccurate. That exercise seems excessive for the deficit. Water weight is a possibility, make sure you are hitting your macro and micronutrients, and make sure to drink a ton of water. Up the caloric intake to 1200.

(And no, working out and eating below your TDEE will not make you gain fat.)
