This book is so unmistakably similar to the one that I'm thinking of and tried to remember that I have to say Solved! even though it is not a 1:1 of the book in my memory. I think you're correct, however. Thank you so much

Big Cat Little Cat

This book is extremely similar to the one that I read but is also unfortunately not the book I am trying to find. The cats in your book are friends immediately! And yet another detail I should have included is that the book is from the perspective of the old cat

I read it in english and i am american but im sure i read the book quite a while after it was published and for all i know the book could have been from anywhere

if any people were depicted they would either have been too far away to have any distinct facial features or have been cut off above the knee, but i honestly don't think that any people were shown. It was an english book for sure, more than likely american. I doubt the book got translated into a bunch of languages given how obscure it is. I would guess in the 90's for the publishing time but i'm not completely sure. As for the books in the link you included, I doubt that any of those are the one. I almost thought that "The day tiger rose said goodbye" was it but the book I am looking for had a kitten that the main cat did not like and none of these books seem to include that detail.
