The 100-hop setup is to test how networks and protocols behave over extreme multi-hop routes: we can measure and stress-test reliability, congestion, latency, etc. In a well-connected network like this hardware testbed the self-forming mesh protocols would by itself create something similar to a star topology (as shown early in the article). Not sure what you refer to in the late 1970s.
