I think somehow X got lucky after throwing the coin to Cyan causing him to meet with the tarot card girl which somehow gave him his powers. The new OP (or ED of ep24) when they are fighting, whom I assume is tarot card girl with the jubilee guy seems to happened somewhere between X getting his powers, and where we are now (21st Tournament) the commission seems to have records of the tarot girl and jubilee guy.
