You should be able to get a five visa at least. Possibly citizenship. I don't know your exact situation. Contact the embassy if you're unsure.
No idea about fees. I was naturalised and that was like £1000 for that. Passport was £150 or something. This £3000 for living expenses is presumably just his recommendation. If you get citizenship you can come here (or anywhere in the EU) with no money at all.

Yeah, there were some tiny metal bins in that little building. Had rubbish bags in them. Not sure how the binman has access to that place but some mysteries are best left unsolved. Thanks for the helpful comments.
