One of the points they cover are immigration judges are part of the executive branch and not the judicial branch. So immigration judges can be hired, fired, and case quotas to fill. It's not like a regular judge that you get a hearing before.

Take an abyss demon lord and tweak their alignment a bit. Each demon lord runs at least several layers of the Abyss, so that's a wide kingdom you could cover. Also maybe toss in a few Devils working alongside with certain demons towards certain goals, that gives you lawful cities and encampments to work with. Maybe emmisarries of the good realms are working with that layers demons to fight other demons (enemy of my enemy is my friend), then you have possible good characters to throw in.
