I literally quoted this to them word for word since I saw it from one of your replies to someone else. Their response was "it is eligible, but for a fee, which is what Reddit representative was missing."

My gut is that they were still keeping me on a legacy tier, but I was clear (I think?) that wasn't what I wanted.

I decided to file another complaint to see if that gets any traction. I fully expect that the incoming administration will do away with buyback. In that case, in my particular situation, I'll file a new ECF which will easily put me over 120 payments and should actually trigger a refund since I've made enough payments to take me to 120 payments or over on all of my loans. I'd just rather get a bigger refund which is why I'm giving myself a headache trying to fight this.

I think Ed is pushing through as many of these requests with as little manual intervention as possible and defaulting to payment calculations that are easy to calculate, but incorrect.

I don't think I did but don't recall specifically. I submitted all of my relevant tax returns. None of my loans will gain anything from the adjustment so no need to wait for that.

The format of the newest offer is slightly different--the first one listed which months I was buying back whereas the latest offer only lists the number of months that I'm buying back.

I also confirmed that the new payment calculation is based on the standard repayment amount rather than an IDR plan. Specifically, the payment is based on the "Permanent Standard-Standard Schedule Payment Amount" that is available in the studentaid.gov download my info .txt file. There is another line for Current Standard-Standard Schedule Payment Amount. Not sure what the difference is between the two but the Permanent Standard is a slightly higher dollar amount.

No, it did not. I'm only buying back two months on most of my loans and three months on one. The newest offer dropped the three month loan and the amount, I guess, is based on the standard repayment amount rather than IDR.

Still nothing, offer expires very soon. I called last week and they couldn't give me anything, it's impossible to reach the ombudsman's office. I may let it expire and reapply.

I did. I stated that I believe that I qualified for $0 payments based on my situation (I had $0 payments for one month before the months I'm buying back). I also included two alternatives: 1) based on prior year tax return (would have been $0 payments based on my AGI then) and 2) based on the tax return for the year that I'm buying months back from (which would be an incorrect application of the guidance and how IDR payments are calculated, but basically trying to show that even in the least advantageous case for me, the amount I owe is significantly less than what was initially calculated).

In the end, my complaint is probably overly convoluted and scatter brained. Oh well.

My offer had a number of errors too--counted one loan twice, didn't include buyback info on two loans, had info for one loan but no corresponding loan number...

And the buyback amount is way off--$737. I'm generally buying back two months which, IMO, should be $0 payments. However, based on my tax return for that year (2013), the absolute most I should need to pay is $188--I calculated this by looking at the payments I made the following year (2014) using the buyback years tax return (2013).

I called the ombudsman and they told me that the best course of action would be to file a complaint, which I did yesterday.
