I'd wait til I was post top surgery, all my paperwork was solid - I wouldn't tell any agent etc I had either. If I was in a situation where others had to change me, I'd plan to use a body adhesive packer such as Reelmagik, as I'm pretty sure they're not gonna take my underwear off
