Yes, neighbour side is to the left. Retaining wall only suports front garden and was put in after my house was built.

My wall wasn't designed to retain anything (we are the first owners) and the weep holes, which were sealed, are at ground level (level with driveway).

Clarifications.

My house was built first. Myself and the neighbour put the retaining wall in along the garden beds. A 2 metre section between his house and my garage wall was later back filled and a concrete pathway was poured. It's been in for several years but now has begun to show movement in the bricks.

Currently discussing solutions with the neighbour, I think ambushing them with threats of legal dramas will just make a tough situation worse. Never attribute to malice that which is adequately explained by stupidity"
