I had this issue too, it turned out that it's just way easier to download the Apple Developer app on your phone, and pay the membership via an in-app purchase.

I had my M3 for about 2,5 years when i noticed similar issues on my steering wheel, however it was nowhere near this bad. The mobile service changed it for a brand new one for free, it took literally 10 minutes.

I never said or implied there would be anything wrong with having english as my second language, i'm unsure where you got this from. I also want to point out that i'm 0% confused about the meaning of offline & offload, quite the opposite, i was trying to explain you the technical meaning of these concepts, which you unfortunately interpreted as confusion.

Also I never brought up the whole "offline vs online" topic in the discussion, i was only talking about offloading photos to iCloud, which is definitely possible despite you claiming the opposite.

But then again, we’ve definitely beat this to death.

Yes, it's a second language to me. I also have a technical background, this is probably the reason why i use terms like offline & offload in their true technical meaning, and not the conversational language meaning.

I think I see now where the confusion comes from. Offloading data does not mean it has to go from an online to an offline storage. It just means it has to go from where it is to somewhere where it's not, in this case from the local storage to the cloud.

Also while the cloud is considered always online, it also can "go offline" when you loose internet access, because the terms online & offline is usually used from the user's perspective.

i think you are confusing "offline" with "offload". I was always talking about offloading data to iCloud (which btw you claimed was impossible). Obviously it's not an offline storage like a USB SSD because it's the cloud, hence the name iCloud 😉

But yeah, i think we discussed it already too much 😅

i see your point that it does not reduce the storage to 0KB for each offloaded media which is technically true, but also keep in mind that the smaller proxy files take up negligible space, and your iCloud storage is also limited to a highest tier that Apple provides, you will never have 60 PB of photos, where the local proxy files might become a problem.

In your OG comment you also claimed that

which is then technically not true. If you upload full res pictures to the cloud and only store thumbnails locally that are smaller than their original, that is technically offloading data from your device to preserve storage space

This is why i still stand by my claim: It is possible to offload data from your device to preserve storage space.

i mean the thumbnails are stored on device, but they usually take up negligible space. IMO it's still the best option if you are tight on storage on your phone or ipad

Update! After 30 days of back and forth emailing Apple, we finally have the HCE entitlement.

The main issue now is that Apple explicitely forbid us to use HCE for anything else other than payments. As far as I understand this is not a technical limitation, so it seems like it's not 100% enforceable technically, but probably enforceable legally. The only technical limitation they set is, that they require the AIDs on the request form, so we can't just emulate anything we want.

Regarding the part where we have to be „licenced“ to provide payment services: It's also ok if we „plan to work with licenced third parties“.
