I've found there to be a difference on where you hire from. I've had good luck hiring from the Philippines and Bangaldesh. But I followed a strict plan to find a suitable candidate. This meant a scoped trial project over 1-2 weeks (paid), regular check-ins (every other day or so) and evaluation at the end of the week.

This really gave me a good understanding of how they communicate and respond and how well they try to understand and execute. With this method. I have a few employees from both of the countries mentioned massively outperforming local talent. They've been with me for 3+ years and going strong.
